KATHMANDU: Prime Minister Balendra Shah has reversed a decision made by Chief Secretary Govinda Bahadur Karki in less than 24 hours.
A meeting of government secretaries, chaired by Chief Secretary Karki on Monday afternoon, decided that no government office would fill permanent positions during the ongoing fiscal year, nor would it send new recruitment requests to the Public Service Commission.
Point 11 of the decision stated that no office under the Government of Nepal would carry out permanent recruitment or forward requests to the Public Service Commission without approval from the Office of the Prime Minister and Council of Ministers during the current fiscal year.
The decision had been taken in light of the need to manage surplus employees resulting from reductions in government posts following a new Organization and Management (O&M) survey. The meeting had agreed not to proceed with new permanent recruitment until the management of excess staff was completed.
However, the Office of the Prime Minister and Council of Ministers later decided that if there is a need to fill vacant posts under newly approved positions, regular requests could be made to the Public Service Commission for permanent recruitment.
“In reference to the decision made by the meeting of secretaries on Monday, stating that no requests would be sent to the Public Service Commission for permanent recruitment without approval from the Office of the Prime Minister and Council of Ministers, it is hereby informed that if there is a need to fill positions—whether due to the management of surplus employees, vacancies arising thereafter, or newly approved posts from the Organization and Management survey, regular requests will be made to the Public Service Commission for permanent recruitment,” the Prime Minister’s Office said in a statement issued on Monday evening.
