KATHMANDU: The House of Representatives has formed a 15-member Special Parliamentary Committee to study the Bhotekoshi floods and the impacts of climate change in the Himalayas.
At a meeting of the lower house on Monday, Speaker Dol Prasad Aryal proposed forming the committee under Rule 180 of the House of Representatives Rules, 2026.
The meeting endorsed the proposal.
According to Speaker Aryal, the committee will study the impacts of climate change in the Himalayas and the Bhotekoshi disaster, and recommend measures for the rehabilitation of affected people, sustainable reconstruction, future risk reduction, legal and institutional reforms, and climate justice.
The committee includes eight lawmakers from the ruling Rastriya Swatantra Party, two each from the Nepali Congress and CPN-UML, and one each from the Nepali Communist Party (NCP, Shram Sanskriti Party (SSP) and Rastriya Prajatantra Party.
Members of the Special Parliamentary Committee include Achyutam Lamichhane, Anushka Shrestha, Gangadevi Shrestha, Ganesh Parajuli, Dhananjaya Regmi, Dhruv Raj Rai, Nisha Dangi, Pushpa Raj Kandel, Mohan Acharya, Mingma Gyalbu Sherpa, Ramesh Kumar Malla, Rabindra Patel, Saraswati Lama, Sujata Tamang and Sita Thapaliya.
The committee will have a three-month tenure from the date of its first meeting. If it is unable to complete its work within that period, it can seek an extension from the House by stating the reasons and the additional time required.
The House can then decide whether to extend its tenure, according to Aryal.
The committee has been tasked with reviewing changes and risks related to Himalayan temperatures, snowfall, glaciers, glacial lakes and watersheds, as well as recommending measures to strengthen research and risk-data systems.
It will also recommend measures concerning search and rescue operations, the status of missing people, relief distribution, temporary shelter and livelihood recovery.
In addition, the committee will recommend amendments or rewriting of laws related to disasters, the environment and land use. It will also monitor, through parliamentary oversight, the budgets, activities and progress of all three tiers of government.
