KATHMANDU: The 11th Inter-Legislature Conference concluded in Tikapur of Sudurpashchim Province by issuing a nine-point declaration.
The conference made important decisions, including establishing a digital parliament system in all provincial assemblies, operating the secretariat of the Inter-Legislature Forum through the Provincial Assembly Liaison and Coordination Division under the Federal Parliament Secretariat, initiating the establishment of a legislative institute and advancing the process of setting up a Parliamentary Budget Office.
Addressing the closing ceremony on Sunday, Speaker of the House of Representatives Dol Prasad Aryal said elected representatives must work with honesty, integrity and responsibility in line with the trust and expectations of the people. He added that maintaining public confidence and delivering people-centred and accountable governance is the foremost duty of elected officials.
Speaker Aryal also highlighted the need to strengthen coordination, exchange of experiences and collaboration among provincial assemblies to further consolidate federalism. He said effective parliamentary functioning requires better time management, greater use of digital technology and the development of a culture of issue-focused debate.
The conference also selected Karnali Province as host of the 12th Inter-Legislature Conference.
During the three-day event, participants visited several religious, tourism and economically significant sites in Sudurpashchim Province.
The conference also featured thematic sessions on various issues. Former Constituent Assembly member Khimlal Devkota presented a paper on “The Law-Making Process: Coordination and Partnership among the Federal, Provincial and Local Levels.” Similarly, former secretary Surendra Aryal presented a paper on “Ideal Budget Formulation Processes and Practices,” while Dr Roj Nath Pandey, secretary at the Federal Parliament Secretariat, delivered a presentation on “Uniformity in Parliamentary Oversight by the Federal and Provincial Assemblies.” Binit Satyal, an IT at the Federal Parliament Secretariat, made a presentation on the concept of a digital parliament.
Representatives from the National Assembly, House of Representatives and all seven provincial assemblies, along with senior officials from the federal and provincial parliamentary secretariats, attended the conference.
