KATHMANDU: An expert committee formed by the Nepali Congress (NC) under Vice President Pushpa Bhusal to study constitutional amendment issues and submit recommendations to the party has taken full shape..
The Central Working Committee meeting of the party had formed the ‘Constitution Amendment Study and Recommendation Committee” on March 25.
It has been tasked with identifying areas requiring constitutional amendment, formulating the party’s position on amendment, and submitting recommendations to the party.
The party has clarified that any proposed amendment will preserve the constitution’s core values and principles, including citizen sovereignty, republicanism, the federal system of governance, the multi-party parliamentary system, separation of powers, an independent judiciary, freedom of expression and the press, rule of law, human rights, and the principle of proportional inclusion.
The committee has also been tasked with examining problems that have emerged during the implementation of the constitution, particularly challenges related to federalism and the functioning of governments at different levels. As part of this process, it will hold consultations with provincial and local governments, experts, and other concerned stakeholders.
The panel will also study issues raised during last September’s protest, including demands related to good governance, efficient public service delivery, and representation.
NC has nominated senior advocates Radheshyam Adhikari, Harihar Dahal, Prem Bahadur Khadka, Upendra Keshari Neupane, Sher Bahadur KC, Yadunath Khanal, Gopal Krishna Ghimire, Yogendra Bahadur Adhikari, Dinesh Tripathi, Sitaram KC, and Lalit Kumar Basnet, as well as advocates Ran Bahadur Thebe, Sharmila Shrestha, and Jhalmaya BK in the panel.
Advocate Raju Katuwal will serve as the member secretary of the committee.
