Seven-member panel formed to probe contradictory clause in Civil Service Bill Lawmakers in the meeting called by Speaker Devraj Ghimire

KATHMANDU: A seven-member special committee has been formed to investigate an error in the report on the Federal Civil Service Bill submitted by the State Affairs and Good Governance Committee of the House of Representatives.

Jeevan Pariyar and Sushila Thing from the Nepali Congress (NC), Ishwari Gharti and Narayan Prasad Acharya from the CPN-UML, Madhav Sapkota from the CPN (Maoist Centre), Ganesh Parajuli from the Rastriya Swatantra Party (RSP), and Roshan Karki from the Rastriya Prajatantra Party (RPP) have been named members of the committee. The committee has been given 21 days to conduct the necessary investigation and submit its findings to the Federal Parliament Secretariat.

The names were announced in the meeting of the House of Representatives on Monday as per an agreement reached on Saturday between Speaker Ghimire and the chief whips of various political parties.

The State Affairs and Good Governance Committee earlier proposed a “cooling-off period” in the Bill, barring civil servants from holding any constitutional or government-appointed positions within two years of their resignation or retirement. However, a contradictory clause was added when the bill was passed by the House, which nullified the cooling-off period provision.

This contradiction sparked controversy in the lower house, with Committee Chairperson Ram Hari Khatiwada requesting Speaker Ghimire to initiate an investigation.
