Maoist Center faces questions on statute convention’s relevance

KATHMANDU: CPN (Maoist Center) has decided to hold its statute convention in December, as proposed in the ongoing central committee meeting of the party.

However, some party leaders have raised concerns about the convention’s significance, as they believe the central committee has been making crucial decisions independently by bypassing the statute convention.

The statute convention is organized to amend the party’s statute and determine the size of party committees, among other crucial issues. However, the Maoist Center has been making these adjustments without waiting for the statute convention, leading to deviations from the party’s established guidelines.

As per the party’s current statute, the Maoist Center should have 299 central committee members and 199 alternative central committee members. However, the number of central committee members has already exceeded 400.

During the central committee meeting on Wednesday, Maoist Center Chairman Pushpa Kamal Dahal proposed increasing the number of central committee members to ensure 35% representation for women. However, some party leaders argue that this proposal goes against the party statute.

Maoist Center Secretary Ganesh Shah stated that most significant decisions are typically made during the statute convention. “The central committee has only been making minor adjustments,” he claimed.

Maoist Center central committee member Jayapuri Gharti, however, said that the statute convention has lost its significance as most of the decisions have already been taken by the central committee meeting. “The party should hold a special convention in December instead,” she proposed.

Lekh Nath Neupane, another central committee member, said the Maoist Center is not functioning like a political party. “The party’s ideology and operations are in complete disarray. Naturally, the party is on a downward path,” he said. He also voiced concerns that the party’s image has been compromised in the name of peaceful competition. “The party should correct itself,” he added.

As per the party’s statute, the Maoist Center is required to hold its central committee meeting every six months. However, the ongoing central committee meeting has convened after a gap of over a year. Chairman Dahal has explained that the delay was due to the election and political circumstances.
