Nearly 1,600 political appointees set to lose their posts

KATHMANDU: Nearly 1,600 officials appointed to several government agencies by the previous governments will be relieved of their positions.

A total of 1,594 officials appointed by the government led by the Nepali Congress, CPN-UML, and the CPN (Maoist Center), now renamed Nepali Communist Party (NCP), as well as the interim collection government led by Sushila Karki, will now have to step down.

President Ram Chandra Paudel on Saturday issued the Ordinance on Special Provisions Relating to the Removal of Public Officials from Office, 2026, on the recommendation of the Council of Ministers.

As per the ordinance, all appointments made before March 26 are automatically terminated, regardless of tenure, benefits, or terms of appointment.

The new government assumed office on March 27.

“Regardless of anything contained elsewhere in prevailing laws, public officials appointed and currently holding office in public entities as per the schedule before March 26 shall be automatically removed from their respective positions upon the commencement of this ordinance,” the document states.

With this ordinance, the government led by Prime Minister Balendra Shah has moved to overhaul state institutions and strengthen the administrative system. The ordinance will affect 1,594 political appointees serving under various laws and institutional frameworks.

The ordinance covers a wide range of public institutions, including regulatory bodies, state-owned enterprises, universities, health institutions, financial agencies, cultural organizations, and social sector entities.

Officials appointed by the previous administrations in Nepal Airlines Corporation, Rastriya Samachar Samiti, Gorkhapatra Corporation, the Press Council Nepal, Nepal Telecommunications Authority, Civil Aviation Authority of Nepal, among others, now need to step down.

Similarly, officials appointed to various universities, including Tribhuvan University, Kathmandu University, Pokhara University, Purbanchal University, Mid-West University, Far Western University, Nepal Open University, Rajarshi Janak University, and Madan Bhandari University, will lose their positions. Members of the Teacher Service Commission and the National Youth Council are also affected.

In the health sector, the ordinance applies to office bearers at institutions such as BP Koirala Institute of Health Sciences, Patan Academy of Health Sciences, Karnali Academy of Health Sciences, Pokhara Academy of Health Sciences, Rapti Academy of Health Sciences, Nepal Medical Council, the National Medical Education Commission, and several other health-related councils and regulatory bodies.

Similarly, appointees at key infrastructure and regulatory agencies, including the Nepal Electricity Authority, Kathmandu Valley Development Authority, Nepal Water Supply Corporation, Electricity Regulatory Commission, Nepal Railways, Employees Provident Fund, Citizens Investment Trust, and the Securities Board of Nepal, will be removed.

The ordinance also affects institutions like the Nepal Academy of Science and Technology, Nepal Scouts, Lumbini Development Trust, Pashupati Area Development Trust, Nepal Academy, Nepal Fine Arts Academy, and the National Sports Council, among others.
