Inquiry commission returns complaint against Oli, Lekhak to police

KATHMANDU: The judicial inquiry commission formed to investigate the incidents of September 8 and 9 has refused to register a complaint filed against former Prime Minister KP Sharma Oli and former Home Minister Ramesh Lekhak.

The commission declined to accept the complaint that had been forwarded to it by the District Police Range, Kathmandu.

Police had forwarded the complaint filed by families of four victims of the Gen Z protest to the commission, insisting that the commission had been authorized to investigate the incidents of September 8 and 9. However, the commission returned the complaint, stating that the complaint against Oli and Lekhak does not fall under its jurisdiction.

“The government has authorized this commission to ascertain the facts surrounding the physical and human losses that occurred during the protests of September 8 and 9, investigate the causes of those incidents and submit a factual report along with recommendations. The commission is also mandated to receive and analyse information or petitions related to physical and human damages and provide necessary opinions regarding further actions,” the commission, which is led by former Judge Gauri Bahadur Karki, said in a statement on Thursday. “Conducting detailed criminal investigations or filing prosecutions against individuals found culpable does not fall within the commission’s jurisdiction.”

Police had forwarded the complaint, prepared with the involvement of Sudan Gurung, director of a non-governmental organization called Hamro Nepal, and others, to the inquiry commission.
