KATHMANDU: The Commission for the Investigation of Abuse of Authority (CIAA) has filed a corruption case at the Special Court in Kathmandu against four individuals for allegedly misappropriating funds by allocating a budget for a non-existent school in Dolpa.
According to the CIAA, a sum of Rs 760,000 was allocated in the fiscal year 2010/11 from the Ministry of Peace and Reconstruction for the construction of a school building in the name of “Durga Primary School” in Wards 2 and 3 of the then Dunai VDC. However, no such school has ever existed.
Following an investigation and on-site inspection, the CIAA confirmed that no school named Durga Primary School exists in the area. Only Laliguras Basic School is currently in operation there. The District Education Office, Dolpa, has also verified that no institution under the name “Durga Primary School, Tipla” has ever been registered or operated, the CIAA said in the charge sheet.
The constitutional anti-graft body has charged then Chief Engineer of the District Technical Office, Dolpa, Ravichandra Pajiyaar; accountant Maniram Kurmi; chairperson of the user committee of the non-existent school, Nanda Singh Budha; and treasurer Sangeeta Budha. According to the CIAA, the four accused conspired to form a fake committee and submitted false documents to embezzle funds.
The four have been charged under Sections 17, 3 and 22 of the Prevention of Corruption Act, 2002, seeking imprisonment, fines and recovery of the misused amount.
