KATHMANDU: The government is confident that all six ordinances presented in the Parliament will be passed by the House of Representatives and the National Assembly on Thursday.
A meeting of the chief whips and whips of the major parties represented in the House of Representatives held on Wednesday in the presence of Speaker Devraj Ghimire agreed to hold discussion on the ordinances in both houses.
Minister for Law, Justice and Parliamentary Affairs, Ajay Kumar Chaurasiya, said that the ordinances will be tabled in Thursday’s session of both houses. He mentioned that the agenda for Thursday includes registering notices of opposition, allowing ministers to respond and presenting the ordinances for group decision-making.
The government presented the six ordinances – Ordinance to Amend Some Nepal Acts Related to Good Governance Promotion and Public Service Delivery, Economic Procedures and Financial Responsibility (First Amendment) Ordinance, the Privatization (First Amendment) Ordinance, and the Ordinance to Amend Some Nepal Acts Related to Economic and Business Environment Improvement and Investment Promotion, Ordinance to Amend Some Nepal Acts Related to Cooperatives, and the Ordinance to Amend Some Nepal Acts Related to Land – before the two houses on the first meeting of the winter session last Friday.
Mahesh Kumar Bartaula, chief Whip of the CPN-UML, stated that the ordinances will be passed during Thursday’s session. He added that all political parties in the ruling coalition are united in supporting the government’s decisions, programs and ordinances. “We have a strong majority in the House of Representatives, and there will be no issues in the National Assembly either,” he added.
Bartaula also said that the current ordinances are aimed at benefiting the country and its citizens, boosting the confidence of the private sector and revitalizing the economy.
Leader of the main opposition, CPN (Maoist Center) Chairperson Pushpa Kamal Dahal, will address the House of Representatives during Thursday’s session. Likewise, Minister for Health and Population, Pradip Paudel, will present his views on behalf of the government.
Shyam Kumar Ghimire, chief whip of the Nepali Congress, said that 51 notices of opposition have been received regarding the ordinances. He stated that discussions will be held as per the rules and decisions will be made collectively. “Each proposal will have one proposer, everyone will have the chance to speak, ministers will respond, and each ordinance will be presented for a group decision,” he explained.
Rastriya Swatantra Party (RSP) Chief Whip, Santosh Pariyar, said an agreement has been reached to resolve the issue of managing the six ordinances tabled by the government as many rejection proposals have been filed. “There will be zero hour and special hour. After the address by the leader of the main opposition party, the focus will be on the ordinances which will then be presented for decision-making,” he added.
