Sherchan calls for greater public engagement in lawmaking process

KATHMANDU: Dr Ojaswee Sherchan, Chairperson of the Education, Health and Information Technology Committee of the House of Representatives, has emphasized the importance of meaningful public and stakeholder participation in the legislative process to strengthen the quality, ownership and effectiveness of laws.

Speaking while receiving an expert review report on the National Forensic Science Laboratory (Establishment and Operation) Bill, 2025, she highlighted the need for a systematic and inclusive approach to lawmaking. Sherchan added that engagement with experts, stakeholders and citizens helps ensure that legislation is responsive to public needs and grounded in practical realities.

“The committee is responsible for reviewing bills that directly affect the lives and livelihoods of people. As parliamentarians, we have a responsibility to ensure that public interests remain at the center of the legislative process,” she said.

On the occasion, Dr Sherchan informed that deliberations on the National Forensic Science Laboratory Bill are already underway within the committee and that consultations with subject-matter experts are planned in the coming days.

The expert review report was prepared by the Association of Community Radio Broadcasters (ACORAB) Nepal following a consultation with stakeholders.

Handing over the report, ACORAB Director Siromani Dhungana said the organization has been involved in initiatives to strengthen public engagement in parliamentary processes through its flagship ‘Hello Samsad’ program. “For nearly a decade, Hello Samsad has worked to inform people about parliamentary affairs, legislative priorities and the role of the parliament. The initiative reflects ACORAB’s continued commitment to connecting citizens with lawmakers and promoting meaningful participation in the lawmaking process,” Dhungana added.

ACORAB operates one of South Asia’s largest community radio networks, the Community Information Network (CIN), which connects stations nationwide through a centralized satellite system.
