KATHMANDU: Seven local governments in Dhanusha have failed to present their budgets for the upcoming fiscal year.
The constitution mandates local units to bring their fiscal budgets by Asar 10 (June 24 this year) as per the Nepali calendar. However, seven out of 18 local units in Dhanusha failed to present their budget due to internal disputes.
The local units that failed to present their budgets include six municipalities—Mithila, Kshireshwarnath, Nagarain, Kamala, Hansapur and Sabaila, and Aurahi Rural Municipality.
Sabaila Municipality introduced its policy and program on Tuesday but was unable to table the budget. Mayor Kariram Yadav said that the budget would be presented soon.
These local units cited a lack of preparation, internal conflict, disagreements among elected representatives and the absence of municipal executive members as reasons for the delay.
Nagarain Municipality could not present its budget due to the absence of 13 out of 19 municipal executive members, according to Chief Administrative Officer Ramgulam Karna.
Although the Mayor of Nagarain Municipality is from the Nepali Congress, CPN-UML enjoys a majority in the municipal executive.
Coordination issues between mayors and deputy mayors, lack of cooperation from municipal executive members, and disagreements over development plans and budget allocations prevented other local units from tabling their budgets on time.
Meanwhile, Janakpurdham Sub-Metropolitan City, Mukhiyapatti Musaharniya Rural Municipality, Mithila Bihari Municipality, and Bateshwar Rural Municipality presented their respective fiscal budgets on Tuesday.
Laxminiya Rural Municipality, Dhanushadham Municipality, Ganeshman Charnath Municipality, Shahidnagar Municipality and Dhanauji Rural Municipality had already presented their respective budgets earlier.
