Home Minister Ramesh Lekhak
KATHMANDU: Minister for Home Affairs Ramesh Lekhak has said that the government acted without prejudice in the arrest of Resham Chaudhary, patron of the Nagrik Unmukti Party (NUP), and that the arrest was carried out in good faith to implement the law.
Responding to concerns raised in the House of Representatives on Thursday regarding the jurisdiction of the home ministry, Minister Lekhak stated that Chaudhary’s arrest was based on the intent to uphold the law, just as previous court orders have been executed. “However, necessary steps have been taken to prevent the recurrence of such incidents. We urge everyone to remain vigilant and cautious,” he added.
Minister Lekhak also said Chaudhary’s arrest resulted from an unauthorized letter issued by a Supreme Court officer named Mahiman Singh Bista. “According to the Inspector General of Nepal Police, Bista arrived at the Nepal Police Headquarters on that day with a letter bearing the Supreme Court dispatch number 19277, dated April 30, 2025. He presented his identity card and claimed he was there to enforce a court order,” Lekhak explained. “The Inspector General then instructed the District Police Range, Kathmandu to carry out the order. A team from Kathmandu police subsequently took Resham Chaudhary into custody and handed him over to Dillibazar Prison.”
Lekhak said he contacted the Registrar of the Supreme Court after learning of the incident. “At first, the Registrar expressed no knowledge of the letter and assured me that he would look into it. Later, he confirmed that the letter was not official and that the apex court had launched an internal inquiry,” he added.
The home minister said that the Supreme Court later issued a formal clarification stating that the letter was unauthorized. “Following this, an official communication was sent to the Dillibazar Prison Office and Chaudhary was immediately released from the prison,” he added.
Lekhak told the House that Mahiman Singh Bista, who issued the unauthorized letter, was immediately arrested by the police and that investigations into the matter were ongoing.
