KATHMANDU: The government’s policy and program for the fiscal year 2026/27 is being presented on Monday, the very first day of the summer session of parliament.
President Ramchandra Poudel is scheduled to present the government’s policy and programs in the joint meeting of both houses of the federal parliament at 4 pm on Monday.
As per Article 95 of the Constitution of Nepal, 2015, the President shall address the first session after election to the House of Representatives and a joint sitting of both houses of the federal parliament after the commencement of the first session of each year.
The Federal Parliament Secretariat has requested members of both the House of Representatives and the National Assembly to be present at the joint meeting before 3:45 pm. Before that, separate meetings of both houses will be held at 2 pm.
According to the secretariat, the agenda of the House of Representatives meeting is expected to include tabling of the President’s letter regarding the summoning of the session and informing the House about changes in the Council of Ministers as communicated by the Office of the President.
The agenda also includes the nomination of members to chair meetings in the absence of the Speaker, endorsement of the removal of procedural obstructions issued under Rule 260 of the House of Representatives Regulations, 2079, and tabling of the draft regulations of the House.
Similarly, eight ordinances issued by the President will be presented in the lower house. These ordinances will also be tabled in the National Assembly.
