KATHMANDU: The Nepal Communist Party (NCP) has demanded that Speaker Dol Prasad Aryal issue a ruling requiring Prime Minister Balendra Shah to participate in the mandatory question-and-answer session with lawmakers in the House of Representatives.
Speaking at the meeting of the House of Representatives on Friday, Chief Whip of NCP, Yubaraj Dulal, said the Speaker should take the necessary initiative to ensure the prime minister attends the direct question-and-answer session with lawmakers.
“The Prime Minister is the leader of the largest party in this parliament. As per the Rules of the House of Representatives, 2026, I request the Speaker to issue a ruling requiring the Prime Minister to participate in the question-and-answer session,” Dulal said.
Rule 56 of the Rules of the House of Representatives, 2026, states that the Speaker will allocate the first hour of a House meeting during the first week of each month for lawmakers to question the Prime Minister on important matters directly related to the Prime Minister or the Prime Minister’s responsibilities.
If the House cannot convene on the scheduled day for any reason, the question-and-answer session must be held during the first hour of the next sitting.
However, Prime Minister Balendra Shah has not participated in even a single question-and-answer session with the lawmakers since he assumed office on March 27.
