Graft case filed against Chitwan school officials for illegal teacher appointment

KATHMANDU: The Commission for the Investigation of Abuse of Authority (CIAA) has filed a corruption case against former officials of the management committee and a teacher of the Chitwan-based Nepal Namuna Secondary School for the illegal appointment of a teacher on a permanent basis.

The charge sheets were filed against the then-chairperson of the school management committee, Tilakraj Sharma Paudel, and members Lekhnath Acharya, Menuka Lamsal and Deepak Chandra Sharma, and member secretary and principal Buddhiraj Subedi, as well as teacher Bijaya Subedi at the Special Court on Sunday.

The CIAA said in a statement that its investigation concluded that the management committee appointed Bijaya Subedi permanently by exercising authority not provided by law.

Bijaya is the daughter of the then-chairperson Paudel and the wife of the principal Subedi.

The CIAA stated that Subedi was given a permanent appointment equivalent to a third-class position using the “Teacher and Staff Adjustment and Management Regulation” created with their involvement.

According to the CIAA, the school management committee lacks the authority to make permanent appointments from the school’s resources. The Ministry of Education, Science and Technology has also clarified that such appointments are against existing laws.
