Fiscal deficit of Rs 142.33 billion in first four months of 2025/26

KATHMANDU: The government’s total expenditure exceeded its revenue mobilization during the first four months of the current fiscal year 2025/26, or between Mid-July and mid-November, resulting in a deficit of Rs 142.33 billion.

According to the Financial Comptroller General Office, the total expenditure of the federal government stood at Rs 468.88 billion in mid-November.

Recurrent expenditure accounted for Rs 320.99 billion of the total spending in the review period, while expenditure toward debt servicing remained at Rs 122.58 billion. Capital expenditure remained significantly low at just Rs 25.31 billion, indicating a slow pace of development work.

Total revenue mobilization (including transfers to provincial and local governments) reached Rs. 326.55 billion. Tax revenue accounted for Rs 306.89 billion of the total revenue mobilization, while non-tax revenue contributed Rs 19.66 billion.

The government’s cash balance (including provincial and local government accounts) maintained at the central bank increased to Rs 202.98 billion in mid-November, up from Rs 130.73 billion in mid-July.

Provincial governments showed a surplus mainly due to high transfers from the federal government and lower-than-expected spending. Total expenditure of provincial governments amounted to Rs 21.41 billion, while total resource mobilization reached Rs 60.36 billion in the review period. This mobilization primarily came from grants and revenue transferred from the federal government, totaling Rs 47.04 billion.

The provincial governments’ own revenue and other receipts accounted for Rs 12.48 billion.
