Conflict victims meet President Paudel, urge restructuring of transitional justice commissions

KATHMANDU: Victims of the armed conflict have appealed to President Ram Chandra Paudel to restructure the Truth and Reconciliation Commission and the Commission of Investigation on Enforced Disappeared Persons.

Representatives of different organizations representing conflict victims met President Paudel at the Office of the President on Friday and made the appeal.

They said independent, competent and accountable commissions should be formed to gain the trust of the victim community. The victims also drew the attention of the President to the need for a credible, transparent and victim-centered transitional justice process to ensure the rights of victims to truth, justice and reparations.

The government appointed officials to both commissions a few weeks ago. The new officials have already assumed their responsibilities. However, victims have complained that the appointments were made based on political quotas.

Thousands of people suffered during the armed conflict between the government and the Maoists between 1996 and 2006. Although it has already been 19 years since the Comprehensive Peace Accord (CPA) was signed, victims remain aggrieved, neglected and hopeless.

Under the CPA, both parties had committed to reveal the truth about killings and disappearances within 60 days and form a high-level Truth and Reconciliation Commission within six months to investigate conflict-era human rights violations, identify perpetrators, ensure accountability and deliver justice to victims. Victims say these commitments remain unfulfilled.
