President issues cooperative-related ordinance

KATHMANDU: President Ram Chandra Paudel issued the Cooperative (First Amendment) Ordinance, 2026, on Thursday.

“President Ram Chandra Paudel has issued Cooperative (First Amendment) Ordinance, 2026, as per Article 114 (1) of the Constitution of Nepal, 2015, on the recommendation of the Council of Ministers,” a statement issued by the Office of the President said.

The cabinet has also recommended that the President issue five other ordinances—the Constitutional Council (Functions, Duties, and Powers) Amendment Ordinance, the Cooperative (Amendment) Ordinance, the Health Science Academies (Amendment) Ordinance, the Various Nepal Acts (Amendment) Ordinance, Public Procurement (Amendment) Ordinance, and the University (Amendment) Ordinance.

Opposition parties have criticized the government for taking the ordinance route to bring key legislation, effectively bypassing parliament.

President Ram Chandra Paudel had summoned the budget session of the Federal Parliament for April 30 on the recommendation of the cabinet made on April 23. However, within a day of the announcement, the government changed its decision and recommended postponing the session.
