KATHMANDU: It has been found that Deputy Inspector General (DIG) of the Armed Police Force (APF), Oabhi Kumar Khatri, completed a three-week holiday in the US without assigning his responsibilities to a subordinate officer.
Khatri is the chief of the Nepal APF Training Academy.
As per the existing provision, office chiefs are required to delegate their responsibilities to the senior-most officer below them when they go on a leave. However, Khatri disregarded this provision. His home leave commenced on July 23 and he resumed his office duties on August 15.
“Firstly, we have no information about his home leave. Secondly, he failed to delegate charge as stipulated by the regulation,” a source within the AFP told Himal Press.
The Human Resources Department of the APF has raised objections to Khatri’s actions. In a letter addressed to the APF headquarters on August 18, the department stated that a department chief must transfer their responsibilities to a subordinate authority while taking leave.
“It has come to our attention that DIG Khatri returned to his duties after a 22-day leave. Who was in command of the Nepal APF Training Academy during this period? Who would have been responsible if any untoward incident had occurred during that time?” the letter stated.
