India has been promoting BIMSTEC as an alternative to the South Asian Association for Regional Cooperation (SAARC). India, Nepal, Myanmar, Thailand, Bhutan, Sri Lanka and Bangladesh are the member of BIMSTEC.
Three members of SAARC – Pakistan, Afghanistan and the Maldives – haven’t joined BIMSTEC.
During the retreat, BIMSTEC foreign ministers held discussions on ways to further strengthen regional cooperation.
