KATHMANDU: Janata Samajbadi Party-Nepal (JSP Nepal) Chairperson Upendra Yadav has proposed amending the constitution to bring local governments under the jurisdiction of provincial governments.
Presenting a 61-point proposal in the party’s central committee meeting which began in Lalitpur on Sunday, Yadav said the constitution should be amended to have a directly elected president as executive head of the country, an inclusive and fully proportional election system, a federal justice system with proportional inclusive representation and state structure with self-governance based on national/ethnic identity, and for distribution of state power.
Yadav has suggested forming a Constitution Review Commission consisting of constitutional experts to make recommendations for amendment. Likewise, he also demanded that the government pass a federal police act and federal civil service act to complete police and staff adjustments in provinces at the earliest. . He also called for a reduction in the number of ministries in provincial governments.
The central committee meeting, which will continue until August 14, will discuss issues including the party’s ideological, theoretical, and conceptual framework determined by the party’s general convention as well as the latest political situation of the country, according to the JSP Nepal.
