KATHMANDU: The Rastriya Swatantra Party (RSP) on Sunday unveiled its five-year “Citizen Contract”, outlining key priorities and reform commitments ahead of the upcoming elections for the House of Representatives.

The document was made public through the party’s official social media channels as per party President Rabi Lamichhane’s commitment to bring a citizen contract before publishing its formal election manifesto.

The document has outlined five major priorities: integrity and good governance, strengthening the middle class, employment generation, connectivity development, and engagement with the Nepali diaspora. Under these themes, the party has presented both the existing national situation and the targets it aims to achieve over the next five years.

On governance, the party has pledged to ensure digital delivery of government services and bring about significant improvement in Nepal’s standing on corruption indicators. It has also committed to ending political interference in state institutions and forming a high-level commission to investigate illegal property accumulated since the 1990 democratic movement.

Likewise, the party has promised sweeping reforms in education, a guaranteed integrated social security system, quality health service backed by insurance, and measures to end exploitative high-interest lending practices. The party has set a target of raising per capita income to $3,000 and expanding the size of GDP to $100 million.

It has set a target of creating 1.2 million new jobs to reduce outmigration of youths by prioritizing IT, construction, tourism, agriculture, mining, industry, and service sectors.

The RSP has said it would implement 10 signature projects of national importance, expand road and air service network, expand electricity grid, and provide faster Internet to all settlements, raise installed hydropower capacity to 15,000 MW, and expand road network to 30,000 km.

The party has further pledged to introduce online voting rights for Nepalis living abroad and ensure continuity of citizenship by descent. Likewise, it has said that it would establish the Sovereign Diaspora Fund and ensure a respectable return of migrant Nepalis.
