KATHMANDU: Minister for Home Affairs Ramesh Lekhak has emphasized the need to conclude the transitional justice process with a victim-centered approach.
Speaking at a program organized by the National Human Rights Commission in Lalitpur on Thursday, Lekhak said that the government has placed high priority on the issue of transitional justice. “Transitional justice is a highly important and sensitive issue. We have now finalized the law related to transitional justice,” he said.
He added that there can be no reconciliation or amnesty in cases of rape and sexual violence.
“The government has moved forward on this matter,” he said, adding that the matter should not be delayed under any pretext.
“If the transitional justice gets further delayed, we will fall behind. The recommendation committee has already begun the process of nominating officials for the two commissions,” Lekhak said. “This time, a Victim Coordination Unit has been established under the new law. The regulations can further clarify provisions to ensure victim representation.”
Lekhak also highlighted the importance of ensuring the protection and participation of conflict-affected women at all levels of decision-making, as stated in UN Security Council Resolutions 1325 and 1820 on Women, Peace and Security.
