KATHMANDU: CPN-UML has implemented a rule prohibiting the formation of panels during party convention elections.

The ‘Annual Action Plan for Building Decisive National Power’, issued by General Secretary Shankar Pokharel, states that candidates running for any committee in the party convention are not allowed to form panels. “Each candidate must present themselves individually to voters. No one should campaign by forming panels,” the action plan states.

The action plan aims to increase party membership to one million by the upcoming 11th General Convention. To achieve this, the party plans to expand new memberships based on active individuals in mass organizations and liaison forums.

As per the action plan, the party, starting next year, will conduct record-keeping works online as per the Organization Department’s instructions.

The action plan includes provisions for mandatory basic-level training for all new party members and those who have joined from other parties.

Party committees that fail to hold conventions within the period specified by the party constitution will automatically transform into organizational committees.

The action plan bars party leaders and cadres with outstanding party dues to run as candidate in convention or elected bodies.
