Treasury offices told to complete all budgetary payments by July 9

KATHMANDU: The Financial Controller General Office (FCGO) has instructed its subordinate offices in provinces and districts to make payments for budgetary programs of the fiscal year 2022/23 by July 9.

Issuing a circular on Sunday, the FCGO reminded the seven Provincial Treasury Controller Offices and 77 District Treasury Controller Offices to stop all payments of the fiscal year 2022/23 after July 9.

According to the Fiscal Procedures & Financial Accountability Act, provincial and district treasury offices must complete all payments and close their accounts a week before the fiscal year ends.

The computerized system used for releasing payments to provincial and local governments – Computerized Government Accounting Systems, Treasury Single Account, and Sub-National Treasury Regulatory Application – will go offline for a week.

“Although we have issued a circular for payments of federal, provincial, and local governments, the FCGO doesn’t have any role in controlling eleventh-hour spending,” said Shambhu Prasad Marasinin, the spokesperson for the FCGO. He also stated that the FCGO won’t have any role in the release of any pending payments carried forward to the new fiscal year.
