Transitional justice bill: 28 lawmakers file amendment proposals

KATHMANDU: As many as 28 lawmakers have registered their proposals for amendments to the Enforced Disappeared Enquiry, Truth and Reconciliation Commission Act 2014 (Amendment) Bill.

Both ruling and opposition lawmakers have registered their amendment proposals. Gokul Prasad Baskota of CPN-UML, Gagan Kumar Thapa of Nepali Congress, and Pradeep Yadav of Janata Samajbadi Party (JSP) are some of the lawmakers who have registered amendment proposals.

The lawmakers have proposed replacing terminologies like “death, disappeared, death in custody” in the bill with “persons who died due to explosion of landmines and explosives, and persons suffering physical and mental damage due to armed conflict”.

The government hastily registered the bill after the Supreme Court paved the way for the registration of a writ petition against Prime Minister and CPN (Maoist Center) Chairman Pushpa Kamal Dahal. However, although a month has passed since the bill was registered, the clause-wise discussion has not yet begun.

Nearly 60,000 cases related to Maoist insurgency are pending at the Truth and Reconciliation Commission due to the lack of proper legislation.
