KATHMANDU: Speaker Devraj Ghimire has directed the Secretary of the House of Representatives to implement the report prepared by the Parliamentary Special Investigation Committee formed to probe errors in the report on the Federal Civil Service Bill, 2023.

Speaker Ghimire of Friday instructed the Secretary to forward the report to the parliamentary offices of all the parties as well as the Office of the Prime Minister and Council of Ministers, the Ministry of Law, Justice and Parliamentary Affairs, the Ministry of Federal Affairs and General Administration, and the Federal Parliament Secretariat for necessary action.

The special committee had recommended correcting errors in the Bill, including manipulating the provision related to the cooling-off period for civil servants after their retirement.

The committee presented its findings to the House of Representatives on August 5. In its report, the committee said that those involved in harmonizing the draft Bill failed to fulfill their responsibilities, which resulted in legal inconsistencies.

Based on the committee’s findings, Ram Hari Khatiwada resigned from his position as the Chairperson of the State Affairs and Good Governance Committee of the lower house.

The seven-member special parliamentary committee was formed on July 7 under Jeevan Pariyar to study and investigate alleged tampering with the cooling-off period provision in the Federal Civil Service Bill.

Although the Bill passed by the House committee had proposed a two-year cooling-off period for retired civil servants, the Bill passed by the House of Representatives included a new sub-clause that stated the provision will not apply to constitutional and diplomatic appointments made by the government.
