Russia-bound students to be issued NOC only with parental consent

KATHMANDU: Minister for Education, Science and Technology Bidya Bhattarai has said that students preparing for higher studies in Russia will only be given ‘No Objection Certificate (NOC)’ after receiving a letter of commitment from their parents.

NOC is a document issued by the education ministry confirming that the student can leave the country to study abroad.

The government previously suspended the NOC of 40 students, who received scholarships for higher studies in Russia, citing the Ukraine-Russia war. During a meeting with those students and their parents, Bhattarai said that NOC would be issued only after receiving a commitment letter from the guardians.

“We won’t stop students who have got the opportunity for higher studies in Russia. We organized this meeting to find a way out,” Bhattarai said, urging parents to take the necessary initiatives to ensure that their children return to the country after completing their studies.

Earlier, students had requested the ministry to permit them to travel to Russia, claiming that there were no risks in the areas where they would be studying.

According to the ministry, 40 students have received scholarships for degrees in medical education, engineering and information technology in Russia.
