Policies and programs result-oriented, practical, claims PM

KATHMANDU: Prime Minister KP Sharma Oli has said that the proposed policies and programs for the fiscal year 2025/26 take a new approach to addressing the shortcomings observed in development projects by transforming the framework, pace and culture of development.

Addressing the queries raised by lawmakers during the discussion on the policies and programs in the House of Representatives meeting on Sunday, Oli said progress cannot be achieved without changing the existing framework of development, slow work pace, and the “work in progress” culture. “Clarity is needed on where to invest limited resources and what results to achieve,” he added.

Oli also said that national pride projects will be reviewed, and ongoing projects will be classified based on their timelines, like within this fiscal year or this parliamentary term. “For new infrastructure projects, a new policy requires developing a ‘business plan’ that addresses feasibility, risks and returns, ensuring the concerns of stakeholders, capital commitment, and investor and lender interests, including cash flow, risk mitigation and legal safeguards, before proceeding with implementation.

Oli added that the government programs will focus on fostering entrepreneurship, production, productivity and job creation. “We have also taken a policy of collaboration, coordination, and cooperation among the three tiers of government to commercialize agriculture and develop infrastructure,” he said, adding that a new roadmap for a national education reform program will be prepared, aiming to make education accessible, high-quality and practical.
“Additionally, all public hospitals will be integrated into an online service system, and all health-related assistance and subsidy programs will be linked to a unified health insurance system,” Oli said. “We will also restructure the health insurance program to make it sustainable.”
