KATHMANDU: Prime Minister Pushpa Kamal Dahal has issued 30-point instructions to the secretaries of various ministries as part of the government’s efforts to improve service delivery and promote good governance.
After reviewing progress reports submitted by the secretaries over the past two days, Dahal stated that the political leadership will provide full support to the bureaucracy. Dahal’s instructions focused mainly on issues that are of the greatest concern to the public, such as service delivery and the proper implementation of development projects.
“People have been waiting in line since 2 am to obtain passports. It is equally difficult to get a national identity card. We don’t have a satisfactory answer as to why the national identity card is necessary. If the national identity card distribution process continues at its current pace, it will take decades to provide cards to all 30 million Nepalis,” he said, adding: “It takes years to get a driver’s license. Immediate attention should be given to issues like these.”
Dahal also instructed senior government officials to immediately prioritize addressing the difficulties that citizens face in accessing basic services such as education, health care, transportation, obtaining passports, driver’s licenses, national identity cards, and paying property taxes. He said that if customers are forced to wait in line as they currently are, necessary action will be taken against the responsible officials.
“Why is development spending not picking up pace? Who is responsible? If there is a problem at the policy level, come up with reform proposals. But the weaknesses seen in implementation cannot be ignored anymore,” Dahal said.

Dahal also instructed the National Planning Commission to identify ways to increase development spending. He also expressed concern about the insufficient efforts to improve the quality of public education and the shortage of manpower in the education sector.
Dahal also instructed the Ministry of Federal Affairs and General Administration to promptly deploy necessary staff at the local units. He said, “The ministry should deploy sufficient human resources at the province and local level by reducing postings at the center. The unnecessary posts of federal government agencies can be reduced if needed for immediate staffing at the provincial and local levels.” Dahal instructed ministry officials to present the Federal Civil Service Act in parliament.”
During his address, Dahal also mentioned the rising number of deaths and road accidents due to the failure of the public transport system. He directed officials to immediately regulate the service provided by public transport, which is used by many ordinary people.
Dahal also directed relevant officials to take necessary actions to combat and prevent corruption, control the threat of COVID-19, address the effects of cold waves and snowfall, facilitate the supply of essential items, and expedite the progress of development projects.
