PM Dahal urges officials to expedite capital expenditure

KATHMANDU: Prime Minister Pushpa Kamal Dahal has stated that the existing practice of demanding a huge capital budget every fiscal year but failing to spend must come to an end.

Addressing the 52nd meeting of the National Development Problem Solution Committee held at Singha Durbar on Thursday, Dahal questioned high-ranking officials why the budget allocated under the capital heading is not being spent. “The low capital expenditure in the first six months of the current fiscal year is a matter of concern for us,” said Dahal. “Let us seriously brainstorm why the capital budget is not fully spent every year. This problem must be resolved during the remaining period of this fiscal year.”

Stating that the government has taken needful measures to expedite capital expenditure, Dahal instructed all ministers and chief ministers to take the lead in facilitating construction activities to ensure full utilization of the available budget.

On the occasion, he hailed projects like Sun Koshi Marine Diversion Multi-Purpose Project, Kaligandaki Corridor (Gaidakot-Ramdi section), and Lumbini Development Trust which have achieved more than 80% physical progress. He also instructed officials to make 100% progress in the remaining period of the current fiscal year.

Stating that government spending creates multidimensional impacts and opportunities in the economy, Dahal said it is necessary to mobilize resources from the private sector, cooperatives, communities and development partners by spending the allocated funds on time. “All agencies of the government need to move forward with an outcome-oriented mindset rather than a process-oriented one,” he added.
