KATHMANDU: Opposition parties are set to focus their efforts against the ordinances introduced by the government in the winter session of Parliament which convenes on Friday.
The ruling parties, however, look determined to pass the ordinances at any cost.
On January 13, President Ram Chandra Paudel, on the recommendation of the cabinet, issued several ordinances, including the Ordinance to Amend Some Nepal Acts Related to Good Governance Promotion and Public Service Flow, the Economic Procedures and Financial Responsibility (First Amendment) Ordinance, the Privatization (First Amendment) Ordinance, and the Ordinance to Amend Some Nepal Acts Related to Improving Economic and Business Environment and Investment Promotion.
As per Article 114 (1) (A) of the Constitution, ordinances issued by the government must be presented in both houses of the federal parliament. If the ordinances are not passed by both Houses, they will automatically become invalid.
A meeting of opposition parties held on Thursday morning at the parliamentary party office of CPN (Maoist Center) decided to reject the ordinances. After the meeting, Maoist Center Chief Whip Hitraj Pandey said that the opposition parties have decided to oppose the ordinances introduced by the government.
“The decision to issue ordinances just before the house session is procedurally incorrect. Even bills discussed in the parliamentary Finance Committee have been brought as ordinances,” Pandey said. “All opposition parties have concluded that this is wrong. We have decided to reject the ordinances introduced by the government.”
The meeting saw participation of Maoist Center Chairperson Pushpa Kamal Dahal, Acting Rastriya Swatantra Party (RSP) Chairperson DP Aryal, CPN (Unified Socialist) Chairperson Madhav Kumar Nepal, Rastriya Prajatantra Party (RPP) Chairperson Dhruva Bahadur Pradhan, Nepal Samajbadi Party (NSP) Chairperson Mahindra Yadav, Rajstriya Janamorcha Chairperson Chitra Bahadur KC, among others.
On the other hand, the ruling coalition has decided to move forward unitedly in support of the ordinances. During a recent meeting of the ruling coalition, held at Baluwatar, Prime Minister KP Sharma Oli instructed coalition members to speak in favor of the ordinances.
CPN-UML lawmaker Dayal Bahadur Shahi stated that the ruling parties are determined to get the ordinances passed. He said, “The ordinances are not a fatal issue. We will ensure their passage by any means necessary,” he added.
