KATHMANDU: Prime Minister KP Sharma Oli has made public the seven-point agreement reached between the Nepali Congress (NC) and CPN-UML.
UML withdrew support from the Pushpa Kamal Dahal-led coalition government after signing the agreement. Dahal subsequently lost a vote of confidence in the House of Representatives, and a new NC-UML coalition government under the leadership of UML Chairperson KP Sharma Oli was formed last Sunday.
Oli disclosed the agreement while tabling a vote of confidence motion in the meeting of the House of Representatives on Sunday.
The seven-point agreement includes:
1. Forming a national consensus government as per Article 76 (2) of the Constitution of Nepal.
2. The national consensus government will prioritize necessary constitutional amendments and corresponding legislation to ensure political stability based on a review of strengths, weaknesses, and complexities that have emerged since the constitution’s implementation.
3. End the current economic stagnation by creating a credible, business-friendly environment to stimulate economic activities. Encourage both domestic and foreign investments to generate sufficient and dignified employment opportunities within the country.
4. CPN-UML Chairperson KP Sharma Oli will lead the national consensus government for two years from the date of government formation. Nepali Congress President Sher Bahadur Deuba will then lead the national consensus government until the general elections in December 2027.
5. Formulate a minimum common program and operational guidelines for the national consensus government, aiming to uphold national interests, control corruption, maintain good governance, and expedite the country’s development initiatives.
6. The two major political parties will have a leading role in the national consensus government, participating on an equal footing. Other parties will also be included in the government.
7. The two parties will form provincial governments in line with the spirit of the national consensus government and accelerate development work at provincial and local levels in accordance with public sentiment.
