House panel tells govt to resolve issues of land ceiling, encroached land

KATHMANDU: The Agriculture, Cooperatives, and Natural Resources Committee of the House of Representatives has directed the government to develop and implement policy reform plans to address issues related to squatters, encroached land, land ceiling and land with disputed boundaries, among others.

The committee, on Tuesday, also instructed the Ministry of Land Management, Cooperatives and Poverty Alleviation to continue discussions with stakeholders and address the demands of affected farmers, particularly those impacted by the Guthi system.

Speaking in the meeting, Minister for Land Management, Cooperatives, and Poverty Alleviation, Balaram Adhikari, expressed his commitment to resolving the issues faced by Guthi-affected farmers, including amending the Guthi Act if necessary. Adhikari also stated that comprehensive solutions to land-related issues—such as barren land, unmanaged settlements, landless squatters, encroached land, and land with disputed boundaries—can only be achieved through proper legislation.

The committee further directed the government to make necessary decisions regarding the continuation of grants provided to the Bheri Cold Storage.
