Five ordinances on HoR agenda; land-related ordinance stalled

KATHMANDU: Five ordinances are set to be presented for decision in the meeting of the House of Representatives (HoR) scheduled for Wednesday.

A meeting of the Business Advisory Committee of the House of Representatives on Tuesday took the decision.

The government, however, has decided not to present the land-related ordinance for a decision as two parties – Janata Samajbadi Party, Nepal and Loktantrik Samajbadi Party, Nepal – have publicly stated that they would reject this ordinance. They also warned that if the government tries to pass the land-related ordinance, they will not support other ordinances as well. This prompted the government to move forward with the other five ordinances.

The HoR’s agenda for Wednesday includes tabling the Nepal Law Practitioners Council (Second Amendment) Bill, 2025, which originated in the National Assembly.

The agenda also includes discussions and approval of ordinances.

Prime Minister KP Sharma Oli, Minister for Finance Bishnu Prasad Paudel, Minister for Land Management, Cooperatives and Poverty Alleviation Balram Adhikari will present proposals to approve Ordinance to Amend Some Nepal Acts for Good Governance Promotion and Public Service Flow, Economic Procedures and Financial Responsibility (First Amendment) Ordinance, Privatization (First Amendment) Ordinance, Ordinance for Amendment to Some Nepal Acts for Economic and Business Environment Improvement and Investment Promotion, and Ordinance to Amendment Some Nepal Acts Concerning Cooperatives.

Likewise, Bhanubhakta Joshi of CPN (Unified Socialist), Dr Swarnim Wagle and Chanda Karki of Rastriya Swatantra Party, and Madhav Sapkota and Ranendra Baraili CPN (Maoist Center) will table separate proposals to reject ordinances presented by the government.
