KATHMANDU: The first session of the new House of Representatives begins on Thursday.

President Ram Chandra Paudel has called the session of both houses of the federal Parliament for 2 pm on Thursday on the recommendation of the Council of Ministers.

According to Federal Parliament Secretariat Spokesperson Ekram Giri, all preparations—physical, security, technical, and administrative—for the sessions of both houses.

The main agenda of this session of the House of Representatives is the election of the Speaker and Deputy Speaker. Senior-most member, Arjun Narsingh KC, is chairing the session as an interim arrangement.

Rastriya Swatantra Party (RSP), which enjoys a near two-thirds majority in the House of Representatives, has already decided to elect its Vice President, Dol Prasad Aryal, as the Speaker.

As per the constitution, the Deputy Speaker must be from a different political party.

Meanwhile, three ordinances are scheduled to be presented for approval at Thursday’s meeting. Home Minister Sudhan Gurung is expected to table the Voter List (First Amendment) Ordinance, 2026; the House of Representatives Election (First Amendment) Ordinance, 2026; and the Nepal Special Service (Second Amendment) Ordinance, 2026.

Speaker KC will present a proposal to conduct House proceedings under the existing House Regulations, 2022, until new rules are formulated, as per Article 104 of the Constitution.

The meeting is also expected to nominate members to chair sessions in the absence of the Speaker.
