Civil servants demand early enactment of Federal Civil Service Bill

KATHMANDU: Civil service employee organizations have submitted an 11-point memorandum to Ram Hari Khatiwada, chairperson of the State Affairs and Good Governance Committee of the House of Representatives, demanding immediate issuance of the Federal Civil Service Act.

Submitting a joint memorandum to Khatiwada on Friday, the employee organizations have demanded early enactment of the Federal Civil Service Bill to build a public administration based on good governance, transparency, impartiality and public accountability.

“Even a decade after the adoption of the federal governance system, the absence of an umbrella law to manage civil servants working at the federal, provincial and local levels has left public administration in a state of confusion and instability,” the organizations said in the memorandum, expressing serious concern over the federal parliament and government’s failure to prioritize this issue.

They added that the bill, previously approved by the cabinet and presented to the federal parliament, has seen slow progress in discussion. According to these orgaizations, a sub-committee formed by the committee has failed to address issues raised by trade unions.
The civil servants have warned that they would launch strong protsest if their demands are not incorporated and the Act is not issued immediately.
