Koshi begins deliberations on annual policies and programs

KATHMANDU: Members of Koshi Provincial Assembly have begun discussion on the province government’s annual policies and programs for the fiscal year 2026/27.

The discussion started on Sunday morning after Speaker Ambar Bahadur Bista presented for approval a proposal by Chief Minister Hikmat Kumar Karki to initiate deliberations on the annual policies and programs.

Taking part in the discussion, lawmaker Sapana Darji said issues included in the policies and programs were not practical for implementation.

Another lawmaker, Rajendra Karki, said the government should allocate sufficient budget for effective implementation of programs in areas such as tourism, infrastructure, agriculture and employment.

Likewise, lawmaker Ganesh Upreti expressed disappointment with the policies and programs, stating that the document was silent on the issue of landless squatters.

Another lawmaker, Hom Bahadur Thapa, said the policies and programs serve as a roadmap for the province’s development, while lawmaker Baburam Gautam claimed that the expected beneficiaries would not gain much from the policies and programs brought without consulting the concerned stakeholders.

The meeting also endorsed the Provincial Sports (First Amendment) Ordinance, 2026.
