Two promoted to the rank of secretary [Including cabinet decisions]

KATHMANDU: Two joint secretaries have been promoted to the rank of secretary.

A cabinet meeting held on Monday promoted Bhupal Baral from the Administration Service and Dinanath Mishra from the Engineering Service.

Baral has been appointed Principal Secretary of the Bagmati Province Government, while Mishra has been assigned to the Water and Energy Secretariat.

Other major decisions taken by Monday’s cabinet:

  • Accepting a grant of 572 million yen (approx. Rs 537.6 million) from the Government of Japan for a scholarship programme

  • Allowing the Nepal Electricity Authority (NEA) to acquire 3.27 hectares of government land for the Bafikot–Khungri 132 kV transmission line

  • Appointing Dr Krishna Prasad Timsina as Executive Director of the Nepal Agricultural Research Council (NARC)

  • Authorising NARC to sign a memorandum of understanding with the Rural Development Administration of South Korea for research and technology transfer in the agriculture sector

  • Authorising the Kathmandu–Tarai/Madhesh Expressway to acquire 213 ropanis of land in Dakshinkali and Godavari municipalities, and in Bagmati, Bhimphedi and Bakaiya rural municipalities

  • Creating one new position each of brigadier general and colonel in the Nepal Army

  • Authorising Birendranagar Municipality in Surkhet to use 1.15 hectares of national forest land to build an access road for the Bhari Pumping Sub-Project

  • Scrapping the Working Regulations Regarding Licensing of Nepali Private Sector to Start International Airlines, 2018

  • Appointing Laxman Humagain of Kavre as Chairperson of the Advertisement Board

  • Approving the Food Systems Transformation Strategic Plan 2024/25–2029/30

  • Promoting Joint Secretaries Bhupal Baral and Dinanath Mishra to the rank of Secretary

  • Change the responsibility of 10 secretaries
