Formation of new coalition boon to Sudurpashchim CM Shah Kamal Bahadur Shah

KATHMANDU: The formation of new coalition at the center has favored the Chief Minister of Sudurpashchim Province, Kamal Bahadur Shah, who is now looking at securing a comfortable majority.

Shah is planning to get a vote of confidence on Wednesday. He was appointed Chief Minister as the parliamentary party leader of the largest party in the province assembly as per Article 168(3) of the Constitution of Nepal, 2015, after UML’s Rajendra Singh Rawal was denied a vote of confidence by Nagarik Unmukti Party.

As per the constitutional provision, the Chief Minister must get a vote of confidence within a month of the appointment. Shah has until March 9 to get a vote of confidence.

Since all the province assembly members will need to go to Kathmandu to vote in the presidential election on March 9, Chief Minister Shah decided to take a vote of confidence about a week earlier.

Two-thirds majority likely
Given the situation when he was appointed as the Chief Minister, Shah was unlikely to get a vote of confidence in the 53-member province assembly. However, the change of a coalition at the center because of the presidential election means he is now in a position to get a two-thirds majority, as 10 province assembly members of CPN (Maoist Center) and seven of the Nagarik Unmukti Party will also vote for him.
