KATHMANDU: Twenty-three local units, including 21 in Madhesh Province, are still to submit details of their budget for fiscal year 2023/34 to the Ministry of Federal Affairs and General Administration.
As per the Local Government Operation Act, 2017, local levels are required to upload details of their fiscal budget to the central portal after it is endorsed by their respective village/municipal assembly meeting by mid-July. However, 23 local units have not uploaded their budget details to the central portal even after four months.
The ministry has been repeatedly requesting these local units to upload their budget details to the central portal, but to no avail.
Nilam Kunar Neupane, chief administrative officer of Rapti Municipality of Chitwan, said the municipal assembly has already endorsed the budget, but the details haven’t been uploaded to the central portal. Niraj Sharma, administrative officer of Aathrai Rural Municipality, also said the budget detail of the local unit was still to be uploaded to the central portal.
Kanchanrup Municipality, Chhinnamasta Rural Municipality, Mahadeva Rural municipality and Rupani Municipality of Saptari; Aurahi and Bhagawanpur rural municipalities of Siraha; Aurahi Rural Municipality and Kamala Municipality of Dhanusha; Balara Municipality, Haripurwa Municipality and Chandranagar Rural Municipality in Sarlahi; Garuda Municipality, Katahariya Municipality, Gadhimai Municipality, Phatuwa Bijaypur Municipality, Madhav Narayan Municipality, Maulapur Municipality and Yamunamai Rural Municipality of Rautahat; Simraungadh Municipality and Adarsha Kotwal Rural Municipality in Bara; and Sakhuwa Prasauni Rural Municipality of Parsa also haven’t submitted their budget details to the ministry.
