KATHMANDU: Prisoners are exercising their voting rights for the first time in the election for the House of Representatives and seven province assemblies on Sunday.
Except for those behind bars on election offenses, all prisoners having their names on the voting list can vote under the proportionate representation (PR) system.
Meanwhile, three prisons in Kathmandu Valley have completed all the preparations for the voting. They have 182 prisoners eligible to vote.
A total of 110 prisoners will vote at Central Jail, Kathmandu; 10 at Prison Office, Jagannath Dewal; and 52 at Prison Office, Lalitpur. These three prisons house more than 5,000 prisoners.
Bed Prasad Kharel, an under secretary at the Prison Office, Jagannath Dewal, said all preparations for the election have been completed. “Voting will begin at 7 am,” he added.
The Election Commission has said that security personnel, polling staff, prisoners, and people living in oldage homes, among others, can participate in PR voting on Sunday. The EC has arranged 141 temporary polling stations for this purpose.
The Election Commission has arranged for temporary voters to exercise their voting rights from this election as per the provision enshrined in the 2015 constitution. There are 450,000 temporary voters across the country, according to the EC.
